02A Spinning Badge That Speeds Up with Scroll Velocity
A simulated scroll speed becomes a target spin rate that the current rate eases toward, so the badge spins harder on a fast scroll, coasts down on inertia when the scroll stops, and the letters lean in proportion to the speed.
