03A Percent Counter That Eases After the Real Value
Two numbers receive a target fraction that rises only when a resource arrives whole. The left one follows by closing a part of the remaining gap, so at CATCH_RATE 5 it reaches 95 percent of one arrival in 0.60 s, while the right one prints the target as is, jumps 25 points when the last 270 KB chunk lands, and looks stalled for 1.46 s between arrivals.
