05An Axis That Re-Picks 1-2-5 Ticks and Shrinks Along With the Bars
It divides the max by TICK_TARGET_COUNT, normalizes that rough step by a power of ten and rounds up to the nearest of NICE_STEPS (1, 2, 5); when the axis max changes, old ticks fade and new ones arrive over RESCALE_MS while bar heights interpolate with the same scale.
